The catch is that a salt cell is a set of metal plates sitting in hard water, generating chlorine, and calcium loves to plate onto them.
Once a cell scales, output drops, the pool quietly loses its chlorine, and by the time the water goes cloudy people assume the system has failed. Usually it has not.
